Australia First Adult Passport Application

Apply for a first Australian passport as an adult, from within Australia, through the Australian Passport Office's online or paper application, lodged in person with original documents at a participating Australia Post outlet. Unlike au/apo/passport-renewal-adult, a first application has no prior passport to rely on, so this document models the citizenship-evidence, identity-document (PID), and referee/guarantor inputs renewal does not require, plus the same applicant, contact, photo, and product/payment inputs. It does not submit the application; the live passports.gov.au sources are always authoritative (see VERIFICATION.md). Applying from outside Australia is a separate process, out of scope here.

Citizenship evidence and identity documents

  • bornInAustralia boolean required

Determines which citizenship-evidence document you provide (see citizenshipEvidenceType).

  • citizenshipEvidenceType enum required

full_australian_birth_certificate = a full (not extract/commemorative) Australian birth certificate issued by a state/territory Registry of Births, Deaths and Marriages, generally sufficient if bornInAustralia is true and you were born before 20 August 1986; australian_citizenship_certificate = required if you were born overseas, or born in Australia on or after 20 August 1986 without automatic citizenship by birth. Confirm the current rule for your exact circumstances on the live source, since Australian citizenship-by-birth eligibility depends on a parent's citizenship/residency status at the time of your birth.

    enum: full_australian_birth_certificate | australian_citizenship_certificate
  • identityDocumentPathway enum required

category_a_and_b = you have your commencement-of-identity (Category A) document above plus at least one different Category B identity document created after your identity was established; category_b_and_photo = you cannot provide a Category A document, so instead you provide 2 different Category B documents plus one other official document bearing your current photo; category_c_fallback = you cannot provide a Category A or Category B document, so you must instead provide at least 3 Category C documents showing your name and current address, plus one official document bearing your photo and signature.

    enum: category_a_and_b | category_b_and_photo | category_c_fallback
  • hasPhotoDocument boolean optional

Required (must be true) when identityDocumentPathway is category_b_and_photo. This document only needs to show your photo — unlike hasPhotoAndSignatureDocument (required for category_c_fallback), it does not also need to show your signature.

  • categoryCDocumentCount integer optional

Required, minimum 3, when identityDocumentPathway is category_c_fallback.

    range: 3–∞
  • hasPhotoAndSignatureDocument boolean optional

Required (must be true) when identityDocumentPathway is category_c_fallback.

    pattern

Your referee

  • refereeFullName string required

Personal identifier; handle as sensitive data. For an online application you need a referee (a paper application instead needs a guarantor who signs the form and a photo, out of scope for this online-application document). A referee does not sign anything but must be willing to confirm your identity if contacted.

    length: 1–200
  • refereeDateOfBirth date required

Personal identifier; handle as sensitive data. Full date, YYYY-MM-DD. The application must include the referee's date of birth alongside their full name, phone number, and passport/electoral basis.

    enum: current_passport | electoral_roll
  • refereePassportNumber string optional

Personal identifier; handle as sensitive data. Required when refereeIdentityBasis is current_passport.

    pattern
  • refereeElectoralAddress string optional

Personal identifier; handle as sensitive data. Required when refereeIdentityBasis is electoral_roll: the address at which your referee has been enrolled for at least 12 months.

    length: 0–200

    pattern

Photo, passport validity, processing speed, and payment

  • photo file required

2 identical printed colour passport photos meeting APO's photo guidelines: 35-40mm wide, 45-50mm high, face (chin to crown) 32-36mm, less than 6 months old, plain white or light background, neutral expression, no glasses (absent a medical exemption). This field models the printed photos that accompany the lodged form, not a digital upload.

  • passportValidityRequested enum required

ten_year = standard 10-year validity passport, available to all eligible applicants; five_year = optional 5-year validity passport at a reduced fee, available only to applicants aged 75 or over. Confirm current fees on the live source.

    enum: ten_year | five_year
  • processingSpeed enum required

standard = routine processing, at least 6 weeks from lodgement; priority = Priority service, processed within 2 business days of receipt, for an additional fee; fast_track = Fast Track service, processed within 5 business days of receipt, for an additional fee. Priority and Fast Track require a complete application and exclude postage/delivery time. Confirm current fees on the live source.

    enum: standard | priority | fast_track
  • paymentMethod enum required

Paid when you lodge your application at Australia Post. eftpos = EFTPOS; mastercard = MasterCard; visa = Visa; amex = American Express; cash = cash. Confirm the current fee on the live source.

enum: eftpos | mastercard | visa | amex | cash

Verification record

This file is the source-review record for this document version, per the manual-source-review-v1 practice. It documents the provenance of the published fields and flow and states the current verification claim honestly.

Current claim

  • status: draft
  • verification.method: manual-source-review-v1
  • verification.lastVerifiedAt: 2026-07-01

The document was derived from and cross-checked against official-source-derived content, but the full field-by-field comparison the practice requires (manual-source-review-v1 → Procedure step 2) has not yet been completed and recorded against the live passports.gov.au application flow. It therefore remains draft, not verified.

Access constraint

passports.gov.au and dfat.gov.au block direct automated retrieval at the TLS layer, the same constraint recorded against the sibling au/apo/passport-renewal-adult. The initial authoring pass also could not reach web.archive.org; a subsequent review pass (2026-07-01, prompted by PR #77 review feedback) did reach it and pulled the identity-documents-you-need and guarantors-referees-and-witnesses pages directly from Wayback Machine snapshots (see Sources examined). The remaining supporting pages are still corroborated across multiple independent secondary sources — Australian consular post checklists (e.g. Geneva, Mumbai, UK, USA embassy/consulate pages) and passport-agent guides — that quote or closely paraphrase the official passports.gov.au pages, cross-checked against each other for consistency, and against the sibling renewal schema's already-confirmed applicant/contact/photo/ product field pattern (same authority, same online portal, same Australia Post lodgement process).

Sources examined

  • Document (id, version): au/apo/passport-application-first-adult / 1.0.0
  • Spec version: GovSchema 0.2.0
  • Authority: Australian Passport Office (APO), Department of Foreign Affairs and Trade
  • Primary source URL: https://www.passports.gov.au/new-passport
  • Official form ref: PC8 (paper Adult passport application form ref, per consular-post checklists; the online application has no separate form number)
  • Directly reached via Wayback Machine (2026-07-01 review pass):
  • Supporting official-page topics (reached via secondary sources quoting them, per the access constraint above): adult-passport (application steps), citizenship (citizenship evidence), passport-photos, fees (validity/processing-speed/payment options — the fee page is shared with the renewal schema)
  • Retrieved / reviewed: 2026-07-01 (initial authoring), 2026-07-01 (PR #77 review-feedback correction pass)
  • Reviewer: GovSchema Engineering (initial authoring source-review); GovSchema Standards Engineer (correction pass, per Review Engineer findings on PR #77)

What was confirmed against the source

| Source element | Field(s) | |---|---| | Citizenship evidence: full birth certificate (born in Australia, generally before 20 August 1986) vs. citizenship certificate (born overseas, or born in Australia without automatic citizenship by birth) | bornInAustralia, citizenshipEvidenceType | | Identity documents (PID): three pathways — Category A + Category B; no Category A but 2 Category B documents plus one other official photo document; or the no-Category-A/B fallback of 3+ Category C documents plus one photo-and-signature document. Confirmed directly against the archived identity-documents-you-need page (see Sources examined). | identityDocumentPathway, hasPhotoDocument, categoryCDocumentCount, hasPhotoAndSignatureDocument | | Referee (online application) eligibility: known >12 months, adult Australian citizen, and either a current passport (2+ years' validity) or 12+ months on the electoral roll at their current address; application must include full name, date of birth, daytime phone, and passport/electoral basis. Confirmed directly against the archived guarantors-referees-and-witnesses page (see Sources examined). | refereeFullName, refereeDateOfBirth, refereeKnownForOverTwelveMonths, refereeIsAdultAustralianCitizen, refereeIdentityBasis, refereePassportNumber, refereeElectoralAddress, refereeContactPhone | | Application steps: gather documents/photos → find a referee/guarantor → complete the form → lodge at Australia Post with original documents and pay → wait (6+ weeks standard) | overall steps ordering | | Shared applicant/contact/photo/product field pattern (name, DOB, place of birth, sex, residential address, email, phone, passport photos, validity/processing-speed/payment) | corresponding fields, ported from the published au/apo/passport-renewal-adult |

Corrections made on the 2026-07-01 review-feedback pass

PR #77's review (GOV-398) found the initial authoring pass, corroborated only through secondary sources, had two gaps versus the primary source (now reached directly via Wayback):

  1. Missing identity-document pathway. The Category A/B/C system has three pathways, not two; the no-Category-A / 2×-Category-B / plus-photo-document pathway was missing from identityDocumentPathway's enum. Added that enum value (category_b_and_photo) and a new hasPhotoDocument field.
  2. Missing required field. The source explicitly requires referee/guarantor date of birth alongside the three referee fields that were already modeled. Added refereeDateOfBirth.

What is NOT yet independently verified

  • The exact enumerated list of Category B and Category C identity documents (the sources describe the pathway/count rule consistently but not a document-by-document list); not encoded, to avoid asserting an unconfirmed enumeration.
  • The exact guarantor (paper-form) requirements — signing section 11, the photo endorsement — are recorded on the sibling renewal schema's research but this document scopes to the online referee path only; a paper-form guarantor path is out of scope here.
  • The live screen-by-screen field order and labels of the AusPassport online portal were not captured directly.
  • Fees are intentionally not encoded as authoritative data.
  • This document covers applying from within Australia only; applying from outside Australia is a separate, out-of-scope process (per help/applying-outside-australia).

Path to a verified claim (next step)

To advance to status: verified, a reviewer applies manual-source-review-v1 (Procedure step 2 field-by-field against the live passports.gov.au pages and the AusPassport online portal, step 3 flow), confirms the source is authoritative, resolves any discrepancy by shipping a new schema version (immutability — VERSIONING §3, practice Procedure step 5), and records the outcome here plus sets status: verified with a current verification.lastVerifiedAt/nextReviewBy.

Re-verification

Per the practice's Cadence, nextReviewBy is set to 2027-01-01 (6 months). Re-check the sources on or before that date and on any source.url change.
