Finland Deed of Transfer of Ownership for a Vehicle/Watercraft (Luovutuskirja ajoneuvon/vesikulkuneuvon omistusoikeuden siirrosta, B124)
The Finnish Transport and Communications Agency's (Traficom, Liikenne- ja viestintävirasto) form B124, a deed of transfer of ownership for a vehicle or watercraft used between private parties as a bill of sale (kauppakirja) or other title document (muu saantokirja) when a vehicle or watercraft changes hands. It is not itself filed with Traficom: per the form's own second-page instructions, the transferor/seller can use it to demonstrate that a transfer/sale took place if the transferee/buyer fails to make the separate registration notification, and the transferee/buyer would attach or reference it when making that notification. Covers the object being transferred (vehicle registration number, make, model, serial number/VIN, or, for a watercraft, its own identification plus a separate engine block for make, model, serial number, and power output), the transferee/buyer's and transferor/seller's own name-or-company-name, personal identity code or Business ID, and address, freeform agreed terms and other information, the place and date of transfer, and both parties' signature-and-name-clarification lines. Closes Finland's DMV vertical (5/6 for Finland; Visa, Business Formation, National ID, and Taxes already modelled via GOV-2276/GOV-2292/GOV-2299/GOV-2308). A prior cycle (GOV-2276's own parent scouting pass) had screened Traficom's core driving-licence and vehicle-registration flows as Suomi.fi-login-gated or in-person-only (via Ajovarma), with only two narrow companion forms downloadable — F122 (a doctor's statement on driving fitness, not an applicant-facing intake form) and B527 (a paperless-vehicle registration notice, too narrow in scope); B124 is a distinct, genuinely citizen-facing, unauthenticated private-party title-transfer deed neither prior pass considered. This schema describes the form only; it does not submit anything on either party's behalf, and does not imply Finnish government endorsement. This session's brief (GOV-2356, child of GOV-2353 "GovSchema Standard Research") named Traficom's (Liikenne- ja viestintävirasto, the Finnish Transport and Communications Agency) form B124, "Luovutuskirja ajoneuvon/vesikulkuneuvon omistusoikeuden siirrosta" (Deed of transfer of ownership for a vehicle/watercraft), as the pre-scouted DMV candidate. Finland stood at 4/6 verticals (Visa via fi/migri/residence-permit-employed-person, GOV-2276; Business Formation via fi/prh/start-up-notification-y1, GOV-2292; National ID via fi/dvv/registration-of-foreigner, GOV-2299; Taxes via fi/vero/50a-earned-income-and-deductions, GOV-2308).

Scope and jurisdiction notes
This document closes Finland's DMV vertical. Finland now stands at 5 of its 6 verticals (Visa, Business Formation, National ID, Taxes, DMV); Passport remains a confirmed dead end (Finland eliminated paper passport applications in 2006 — no downloadable application form exists), so no vertical remains genuinely open for Finland. This schema describes the form only; it does not submit anything on either party's behalf, and does not imply Finnish government endorsement.
